ports/165899: devel/wand-libconfig and devel/libconfig conflict (same path files)

Seeing as there is no consumer of devel/wand-libconfig and there is no
real conflict other than the name clash, would it be possible to rename
the wand library files to libwandconfig.{a,la,so,so.1} and the include
files to wand/libconfig.h or libwandconfig.h (or something along those
lines)?
