ports/166807: net-mgmt/nagios does not need PHP

 Chris,
 
 PHP is required for the web interface and has been by the port for well 
 over two years now (it was implemented in 3.2.0 around November 2009). 
 It is not practical to remove this support as future releases are shifting 
 more components over to the language.
