I've just fixed textproc/xmlto to use RUN_DEPENDS:= ${BUILD_DEPENDS) rather than
the deferred-expansion version with a simple RUN_DEPENDS.
Now portlint -C complains:
WARN: Makefile: extra item placed in the *_DEPENDS section, for example, "RUN_DEPENDS".
This looks bogus.

upgrade portlint, then type these commands:
portsnap fetch update
cd /usr/ports/textproc/xmlto
portlint -C
