 This is by design.  The file needs to be writable by the web user, because
 configuration changes are made during the installation process.  If the
 file is not writable, then the installation procedure fails.
 
 If you attempt to load the file via URL, it will fail due to the PHP on the
 first line:
 
 > ; <?php die( 'Do not access this page directly.' ); ?>
 
 This means that you cannot view the contents of the file.  And as the only
 way of modifying the file is via a third party package with www:www write
 access, I don't think there's a problem here.
 
 GNATS: not a bug.
