ports/158982: [MAINTAINER] www/tinyproxy: update to 1.8.2

This is really wierd.  Never had a patch refused because a "patch like
this" had been previously committed.  Someone needs to look at this more
closely.  I wrote the previous patches.  They are for _different_files_.
These patches are _also_ necessary to compile without error.  Did anyone
attempt to compile the port with and without the new patches?

Please reopen this ticket and commit the patches.

As a general rule patch submissions by port maintainers should not be
rejected out of hand or have their tickets closed without at least asking
if the intention was to address the same issue (in this case they do
not).
