 That's a bug.  NOTHING in userland should compile against the source
 tree.  If you need a header file that's not installed, work with a src
 developer to get that header installed.

 No, it's a bug.  *Nothing else cares*, nor is it legitimate to care.
 /usr/src often does not match the running kernel, particularly in the
 middle of an upgrade cycle.
