ssmtp sets the MAILERCONF programs hoststat and purgestat to TRUE, which is defined as the sh's built-in 'true' in bsd.commands.mk.
In periodic, mailwrapper isn't run under a shell, so true is not defined. You can see that from the daily output:

Removing stale entries from sendmail host status cache:
mailwrapper: cannot exec true: No such file or directory

Install ssmtp, wait for the next daily periodic run.
