OSPF is broken in net/quagga 0.99.16. In all versions of 0.99.15 it was, however, working.

Symptoms:

- from 9 neighbours only 2 left, and those 2 were Cisco routers. Neighborship with one of them was constantly reloading.
- no hellos from lower version quaggas were seen.
- no hellos from 0.99.16 quagga on the nearest 7.2 FreeBSD machine were seen.
- same symptoms on 7.2/i386 machine.
