mod_authz_svn is not enabled if subversion builds with apache dav, 
but the module will be disabled during pkg_delete.


>How-To-Repeat:
install subversion and make use of the following config lines in httpd.conf

<Location /repos>
 DAV svn
 SVNParentPath /svnroot/repos/
 ...
 AuthzSVNAccessFile /svnroot/conf/authz
 ...
</Location>

it will fail since the directive AuthzSVNAccessFile is unknown
