ports/141322: New port: net-mgmt/zabbix18

1. No access to update the net-mgmt\zabbix port. I am not MAINTAINER net-mgmt\zabbix port. (example my update from version 166 to 167: http://www.freebsd.org/cgi/query-pr.cgi?pr=140922)
2. Very slow support port net-mgmt\zabbix. (example zabbix 1.6.7 release date 12 November 2009, currently in the port net-mgmt\zabbix contains version 1.6.6)
