ports/128359: move mulitmedia/vlc-devel to 0.9.5

I missed this while I was working on the port as 0.9.5 literally rolled 
out while I was tweaking 0.9.4 so I bumped myself up. 0.9.5 wasn't just 
a trivial bugfix/feature update, it was prompted by CVE-2008-4654 and 
CVE-2008-4686.

According to Christophe Mutricy of VideoLAN (xtophe at videolan.org) via 
irc (xtophe on freenode), Rafael Carre no longer receives email as 
funman at videolan.org. I have emailed him via his gmail address to notify 
him of this PR.
