Doing a build of the ports index on a clean machine (no ports installed) results in
an error reported:
Generating INDEX-6 - please wait..pkg-config: not found

Delete all installed packages actually just pkg-config), and then:
cd /usr/ports
make index
>Fix:
Not known WHICH makefile is doing this.
Workaround is:
cd /usr/ports/devel/pkg-config
make install
