Changelog:
- Extract Perl stuff from bsd.port.mk into bsd.perl.mk
- Implement versioned Perl knobs
- Use versioned Perl knobs in ports
- Remove old Perl support from ports
- Deprecate ports that only work with old unsupported Perl versions and set
  EXPIRATION_DATE for them (I have been thinking if it is correct to do so w/o
  talking to the respective maintainers, but at all I don't see any reason in
  keeping these and there are only 3-4 ones. On request, I will roll back this
  part of the patch.)
