See PR ports/90988.
When this PR was closed, it stated that the problem was fixed.
However, the problem is still there.


>How-To-Repeat:


1) install sane-backends
2) make a change to /usr/local/etc/sane.d/snapscan.conf
3) upgrade snae-backends (through portupgrade or somesuch)

Your /usr/local/etc/sane.d/snapscan.conf is now overwritten. Again.

I don't know.
Obviously, the pre-fetch target in the makefile only works when the port requires you to download a new distfile.
Not all changes require that.
