ports/94031: [irc/irssi] Patch DCC ACCEPT parameter handling

Oh my,

I did some further investigation and it seems that Ubuntu's version of
irssi is some pre-0.8.10 snapshot, though `irssi --version` gave back
0.8.10. Therefore I thought that 0.8.10 itself was affected.

The fix has already been incorporated in 0.8.10. 0.8.9 probably is
affected.
