When an alternate LOCALBASE is used the configure script
fails to detect the PostgreSQL C++ libraries. It has
explicitly nailed paths to check which happen to include
the default LOCALBASE, so this only happens when an alternate
LOCALBASE is set.

Give paths for the PostgreSQL C++ libraries to the configure
script, just like the PostgreSQL libraries.
