ports/95650: security/libtomcrypt 1.10 will not build

 This appears to be a duplicate of ports/94889, submitted by the same
 person.  As stated in that PR I am unable to produce this on the one
 5.4-p8 machine that I have.
 
 On a related note I have a patch to update this port to 1.11 that I will
 submit in the next couple of days.  I doubt it will make a difference
 but it _may_ magically fix the build error in this PR.
