 I apologize for not putting a summary like I should've.  Not only is it my
 first time using the port utility, but it's also 5AM for me and I wasn't
 paying attention.  The summary should be:
 
 Changed validator.conf.sample to honor PREFIX and LOCALBASE variables.
 
 Again, I'm sorry I didn't put that summary in the first time.  I'll remember
 for next time, though.
