At bsd.port.mk 1.518, APXS is moved to bsd.apache.mk and protected by USE_APACHE.
That change broke this port with WITH_MOD_DAV_SVN because APXS is undefined.

Following patch is a workaround, which copy the APXS line from bsd.apache.mk.

Port maintainer (lev at freebsd.org) is cc'd.
