 2.18 release is not devel version. 2.18 is current stable version.
 and 2.16 is regacy stable release. The development release is 2.19
 
 I think
 - fork to bugzilla216 with japanese/bugzilla dependency fix
 - update current ports to 2.18
 - bugzilla-devel will be 2.19 (if exists)
