ports/67852: New port: irc/riece IRC client for Emacs

Hi,

 I made patches for irc/riece and irc/riece-emacs20 based on
 the latest ports tree (they are repocopy'd from irc/liece*).
 The patches are found in http://people.allbsd.org/~hrs/FreeBSD/riece.diff.

 Could you please review them?  If you agree I will commit
 them, thanks.
