when installing the package apache2 with:
'pkg_add -r apache2' , the directory
/usr/local/etc/apache2/Includes is not created.
the default httpd.conf has the following line at the end:
Include etc/apache2/Includes/*.conf
therefore, httpd will not start until the 'Includes'
directory is created
