ports/64278: chinese/qterm: take MAINTAINER and update to 0.3.5

Hi
I think I have resolve it,and I test it on FreeBSD 4.9 release and 5.2
release.
I have made a new diff about it,and changed the support of PYTHON.
I have this file "qterm.diff" with this mail.
And should I post a ports-bug-report else?
