New version of XML::Dumper is needed for pflogstats 1.0.1 (see ports/64181).

Note that according to the "BUGS AND DEPENDENCIES" page[1], "XML::Dumper has changed API since 0.4". I do not know the scope or impact of the change or its effect on other dependent ports.
