ports/67735: biology/ncbi-toolkit does not build bl2seq

Fernan,

its been so long I have forgotten why the port builds the way it does ;-)
What you suggest seems fine with me.
I am no longer working in the bioinformatics field and do not have time
to maintain this port.  So if you would like to become maintainer
I'd be happy.  Else I'll send-pr and change it to ports at freebsd which
is less than ideal.
