When looking in emulators/hfsutils/Makefile, you see:

LIB_DEPENDS=    tk84.1:${PORTSDIR}/x11-toolkits/tk84

CONFIGURE_ARGS= --with-tcl --with-tk

So you can't choose to *not* use TCL and TK. Quote from the website:

"Use of the Tcl and Tk interfaces is optional; you may build only the command-line tools if desired."
