ports/69824: lang/harbour package update for build 44

My apologies for the download problem. I recently added a DMZ firewall zone and
consolidated a couple of IP addresses. In the process, I managed to forget to 
reconfigure for the FTP server. I have now tested retrieving the file from an
external site using wget. The test was successful, so please try again.
