The shell command escape doesn't work with ncftp-3.1.5_1.
/etc/make.conf is unmodified with installation auto-generated values.

Example:

$ ncftp3
NcFTP 3.1.5 (Oct 13, 2002) by Mike Gleason (ncftp at ncftp.com).
ncftp> !ls
ncftp> !ls
p?;y: no such command.
ncftp> !ls 
ncftp> !ls
 
 : no such command.
ncftp> !ps ax
 p?Uncftp>

Simply start ncftp3 and type !ls.

>Fix:
Very common problem. RedHat was fighting it (AFAIR RH 7.2), Gentoo
still has the problem when unsing -Os.
