The port dns/bind9 was updated from bind9-9.2.3.4 (9.2.3rc4) to bind9-9.2.3
(9.2.3 release version). The port tools consider the new version number to be
smaller than the previous one, resulting in all users that use i.e. portupgrade
to miss the update.
