ports/55696: [update port]: devel/veepee (fix dependency & unbreak)

 It appears that even with the update by nork@ on August 18th that
 this port is still failing to build on bento.  I'm not sure if
 this port is still on the list to be deleted on November 7th
 if it is still broken, or not, so perhaps someone can investigate
 this to prevent this from happening?
