File::Tools by Aaron Sherman (ASHER) is 1996 vintage, is has even vanished 
from CPAN.

The module is merged into the perl since 5.004. Even with this port installed 
/usr/libdata/perl/5.00503/File/Copy.pm (or
${LOCALBASE}/lib/perl5/${PERL_VER}/File/Copy.pm) shadows 
${SITE_PERL}/File/Copy.pm. File::Find should be used instead of File::Recurse.

delete the dependecies in:

  devel/p5-File-Flat
  devel/cvsmonitor
File::Copy is in the base system.
