  Update FreeBSD Update to version 1.3; this new version uses misc/bsdiff to 
dramatically reduce the bandwidth required.  Updating 4.7-RELEASE to 
4.7-SECURITY now uses less than 1.5MB (instead of 30MB, as it required 
previously).
