Update devel/p5-Class-Fields to 0.16

* Ensuring we pass the bleadperl at 20100 tests.
* brought in sync with bleadperl at 20100
- base.pm docs now mention explicitly that import() is not called (bleadperl at 19189)
- Fixing minor bug in bleadperl at 19000 test which 5.8.1 exposes
