I suspect this is a 5.1 issue, the ssh2 binary that I compiled under 5.0 works just fine.  
I am also sent a bug report to the ssh.com folks as well.

Compile ssh2 (via ports or via a standalone tarball) on a FreeBSD 5.1-RELEASE system then 
try to connect via ssh2 to a system that you don't have a hostkey for.
