There is a minor update to mtl. Since this is port only consists of header, and
no library is actually build I followed their recomendation and added NO_BUILD
which saves some time doing unnecessary testing.

I also wanted to add LAPACK support but I couldn't. At least I fixed a bug in
configure in the process.
