bandwidth limiting per ip with PF and ALTQ

yeah I was stumped on this as well, I was wanting to know how to have
2 upstream ISP's, and limit bandwidth to a pool of 192.168.x.x address
but have it round robin the downloads.

if someone could spare a working sample that would be Great
