[Custom LOCALBASE/PREFIX] databases/php4-rrdtool - fails: configure_error

The Restless Daemon identified a configure error while trying to build:
 php4-rrdtool-1.05_1 maintained by perl at FreeBSD.org
 Makefile ident: $FreeBSD: ports/databases/php4-rrdtool/Makefile,v 1.9 2009/08/16 09:55:09 linimon Exp $

THIS A BUILD WITH _CUSTOM_ PREFIX AND LOCALBASE, _standard_ env in rest.
Patches for testing and committing welcomed as a reply to this email.

The build which triggered this BotMail was done under
tinderbox-devel-3.2_4; dsversion: 3.2 on RELENG_7 on amd64, kern.smp.cpus: 4
with tinderd_flags="-nullfs -plistcheck -onceonly" and ccache support, with:
PREFIX=/usr/PPP, LOCALBASE=/usr/PPP, X11BASE=/usr/PPP.
