My humble opinion on the subject:

The only sane principle will probably be
"no bugfix/modification without a regression test"

but I guess this isn't going to happen ...

My limited experience is with Perl's testsuite shaking bugs in
FreeBSD's libraries: bin/51535, bin/49087.

And with FreeBSD's malloc completely trashing the performance of any
realloc addicted program, like Perl.
