USE_GCC=4.8 (instead of USE_GCC=yes) for the OpenOffice ports

I've got a minor update to openoffice-4 that I hope to commit tomorrow.
I can include USE_GCC then.  I'm also working on a fairly major upgrade
to openoffice-devel and I can include USE_GCC in that.
