I can see the DHCPDISCOVER reaching the DHCP server. (I've verified this with a
tcpdump on the server: the DHCPDISCOVER is there, as is the outgoing
DHCPOFFER.) 

If STP were the issue, the port would be dead, and the DHCPDISCOVER wouldn't go
anywhere, would it?
