Carp configuration errors

1. Do your have sysctl net.inet.carp.preempt=1 ? With preempt=0  box
comes up second should be in backup state.

2. For carp problem troubleshooting it is useful temporary increase carp
logs verbosity:
sysctl net.inet.carp.log=2
