page fault in igb on 8.1

I'm seeing what appears to be the problem described in this thread with 
the latest RELENG_8_1, reportedly fixed by this diff.

Except that fix was reverted in r206211.

Was that accidental, or is the first link above no longer applicable and 
this is a different problem?
