[em] 7.1-PRE, one em port works, one fails, no problem on 6.3-p1

Hi,

On a machine with a Supermicro X7DB8 board I get this error on startup:

em1: <Intel(R) PRO/1000 Network Connection 6.9.5> port 0x3020-0x303f mem

device_attach: em1 attach returned 5

There is no management card in this particular machine, and em0 on the same
motherboard is fine.  I can see a few similar problems in the archives, but
I don't see a definitive solution.  The same machine runs fine with 6.3-p1.

Dmesg below.

Any suggestions?
