BCM5704 chip "initialization failed"

The NVRAM attached to the 5704 is likely bad, blank, or not programmed
correctly.  Check with HP support if they have any tools for
testing/programming the 5704 (usually called b57udiag or q57udiag)
otherwise you probably need to get the board replaced again.
