I checked in a fix earlier this morning, sync-up and give it a try.

The proxy-arp code was broken and responds to ARP
requests for addresses that are not proxied locally.

Nice, my host sends arp-reply about other hosts
my host has MAC address 00:19:7d:8c:0b:44:

Looks as serious problem of ARP stack.
