6.2-RELENG/7.0-CURRENT: em(4) fails on 82571EB

The 82571 device has been supported for a long time, the trick
comes when you have a gang of them how the thing is all wired
up, we have had issues even with our quad port adapters and
some vendor BIOS's. This is a custom so I'm only going to be
able to guess that its interrupts.

You say no traffic works, on NONE of the ports?? Do you have
anyway to disable part of them? Do the 541's work?

I need more debugging, assign address to em0, instrument it
however you need to, does anything get transmitted, what
interrupt handling is done, etc etc...
