TSO buffer size in 6.2 release

The patch for 6 is something I did, and its very dated at this point. I
have not taken a look at it vs CURRENT in months. What needs to
happen is the MFC, and that will be 6.3 not 6.2 I suspect.

I am on vacation and not about to go investigating this right now,
