ngctl mkpeer ar0:rawdata lmi dlci0 annexD

also you need NETGRAPH_RFC1490

ngctl mkpeer ar0:rawdata rfc1490 dlci500 downstream
ngctl mkpeer ar0:rawdata.dlci500 iface inet inet

and you will get smth like ng0
