Sounds like Microsoft.

You certainly should be allowed to tunnel into any subnet, not just an old-style
"Class X" network as a whole. Even if RFC 791 weren't obsolete.

The funny thing is that PPP has provisions for this, but Microsoft's PPTP
implementation doesn't let you use them.
