TV-Tuner cards ( NTSC / PAL / SECAM ) - which works best?

Very happy with my Hauppauge PVR-350.  I have the Euro version so running
PAL.  It supposedly supports all the PAL and SECAM variants, altho I've only
used it with PAL signals.

I've only heard the answer 'no' to these questions...
